Seven Arrested After Detectives Observe Drug Deal

On Tuesday 05/21/19, at approx. 3:10pm, members of the South Shore Drug Task, to include detectives of the Quincy Police Drug Control Unit (DCU), were conducting surveillance in and around the Stop & Shop located at 495 Southern Artery. Detectives observed what they believed to be a drug transaction between the occupants of a pickup truck and a Ford Fusion. Both vehicles then left the parking lot in separate directions.

Detectives followed the Ford Fusion as it travelled on McGrath Hwy and onto Southern Artery. While the vehicle was stopped in traffic at the intersection of Southern Artery and Furnace Brook Pkwy, detectives exited their vehicles and approached the occupants of the Fusion. All five occupants were instructed to exit the vehicle. Detectives conducted an investigation into their observations. As a result, they recovered a substance believed to be cocaine, a substance believed to be heroin/fentanyl, and 3 Suboxone strips. A search of a lock box in the vehicle recovered numerous plastic bags of a crystal substance believed to be methamphetamine. Detectives also recovered 22 additional Suboxone strips, packaging material, and a calibration weight. All occupants were placed under arrest. Three individuals were charged with Possession Class A (fentanyl), 3 counts of Possession Class B (methamphetamine, cocaine, and Suboxone), and Conspiracy to Violate the Controlled Substance Act. (Please note that we do not release the names of individuals arrested for Possession (only) charges).

Two additional occupants, James Barnhill, 42, of Quincy, and Samantha Raphael, 26, of Quincy, were charged with Possession With Intent to Distribute Class B (methamphetamine), 2 counts of Possession Class B (cocaine, Suboxone), Possession Class A (fentanyl), and Conspiracy to Violate the Controlled Substance Laws.

While these individuals were being interviewed, detectives requested a marked cruiser to assist in stopping the pick-up truck, which was occupied by two male parties. The operator was identified as Terry Bowman and the passenger was identified as Robert Hill. Subsequent to the stop and search of the occupants and vehicle, detectives recovered cocaine, heroin/fentanyl, and Suboxone strips.

Terry Bowman, 41, of Quincy, and Robert Hill, 42, of Weymouth were arrested and charged with Distribution Class A (fentanyl), Distribution Class B (Suboxone), Possession With Intent to Distribute Class A (fentanyl), Possession Class B (cocaine), and Conspiracy to Violate the Controlled Substance Laws. Mr. Bowman was additionally charged with Operating a MV with a Suspended License.
