The Treasurer-Collector's office serves as the city's cash manager, maintaining custody of all municipal funds and possessing responsibility for the deposit, investment, and disbursement of these funds. This office also collects all taxes, including auto excise, boat excise, personal property, and real estate, and water/sewer usage.
- Receives and deposits all city monies
- Distributes these funds according to the order of the city's authorized officers
- Maintains daily cashbook reflecting a breakdown of all daily receipts and disbursements
- Develops and maintains relationships with various financial institutions to maximize earnings and minimize costs, while optimizing the necessary services provided to the city by these financial institutions.
- Reconciles all bank accounts in a timely manner in order to maintain correct fund balances
- Acts as custodian of all other funds, such as trust funds, community grants, various pensions, and enterprise accounts
- Collects real estate tax takings
- In concert with the Director of Municipal Finance, and also working with a financial analyst, negotiates all borrowing for the city
Tax Collector Functions
- Upon receipt of tax commitment list and warrant, duly and properly signed by the Assessor, mails tax bills to each person assessed, resident and non-resident
- Appoints Deputy Collectors to assist in the collection of delinquent auto excise and personal property tax. (Quincy has three Deputy Collectors.)
- Furnishes Municipal Lien Certificates (MLC) upon request. This certificate compels the Collector to list all taxes and other assessments, including water/sewer usage and other charges which, at the time, constitute unrecorded liens on a parcel of real estate
Manages other miscellaneous responsibilities required by law in tax collections, such as processing tax takings and distributing refunds on overpayments
