Community Development activities in this Department are planned in a 5-year cycle. The Consolidated Action Plan is the Department's 5-year plan whose framework all Community Development actions are based. This 5-year plan is updated annually to include any adjustments and additions in the Annual Action Plan update to the Consolidated Action Plan. What the Department actually accomplishes for the year (based on what was planned to take place during the year as outlined in the Annual Action Plan) is then reported in the Consolidated Annual Performance and Evaluation Report (CAPER).
In summary the Action Plan says what the Department will do and the CAPER reports what was actually accomplished.
