Inspectional Division-Housing

The Quincy Health Department, through its Housing Division, is responsible for enforcing the State Sanitary Code, Chapter II, Minimum Standards of Fitness for Human Habitation. This code pertains to all housing, be it rental, or owner occupied (condominiums and single-family homes).  However, since citations of code violations are typically written against the owner for correction, the majority of calls that we receive come from tenants of rental units. We pursue cases until compliance is achieved.

Our inspectors also enforce the Lead Paint Law, which prohibits lead paint on certain surfaces in homes in which children under six (6) reside. Our inspectors can perform lead determinations (see below for details) in dwellings that house children under six. 

This division also responds to nuisance complaints involving residential properties. Typical nuisance complaints may range from trash and rubbish, to dumpster complaints (larger apartment complexes), to overgrown grass and shrubs, to junk and debris, to abandoned property (and everything in between).  Annual inspections of rooming houses and hotel/motels are also the responsibility of this Division.

Lead Paint Determinations
performed free, at residences with children under six years of age only, upon parental request or as part of Sanitary Code Inspection. This is NOT a complete and comprehensive lead paint inspection - only ~20 surfaces are "spot-checked" using sodium sulfide.  If lead paint is found, then a notice is issued to the owner to have 1). a complete and comprehensive lead inspection performed within 30 days and 2). appropriate deleading of certain leaded surfaces within specified timeframes (60-120 days).  If no lead paint is found during the lead determination, a referral is made by the Health Department to the State Childhood Lead Poisoning Prevention Program, who will then perform a full and comprehensive lead inspection.
