The Administrative Division which consists of one Administrative Secretary and one Principal Clerk is the backbone of the Health Department.
On a daily basis, this Division answers all incoming calls and responds to requests for information. They assist the Housing division by retrieving and recording all housing complaints and by sending out certified complaint letters to property owners. They record all restaurant complaints and issue Food Establishment licenses.
Other licenses that are printed, issued and filed by the Administrative staff include licenses for Recreational Camps, Swimming Pools, Tobacco, Medical Waste Haulers, Tanning Establishments, Body Art Practitioners and Establishments, Hotel/Motel Licenses, Funeral Directors Licenses and One Day General Licenses.
On a daily basis, the Administrative Division issues burial permits and dog quarantines. All financial records, invoices, and deposits for the department are maintained within this division. Office supplies are maintained and ordered when needed. Departmental payroll records are maintained and submitted on a weekly basis.
The administrative staff greet the public who may enter the Health Department; the staff assist the public with file reviews on "21-E" , Asbestos, Wells, and Lead Paint; they implement the Sharps Program by collecting used sharps containers and providing new containers for the public.
The Administrative Division assists the Nursing division by maintaining communicable disease logs, scheduling Food Safety Courses, Skin Courses, and Health Courses (CPR, Blood-borne Pathogen and First Aid), and assisting in the provision of CPR and First Aid Courses and assisting with seasonal flu clinics.
Finally, the Administrative staff plan, organize and run the Annual Rabies Clinic, are responsible for maintaining the Pumpout Boat Grant and are responsible for maintaining the Tobacco Grant Fund.

Burial Permits A burial permit is issued by the Health Department whenever a death occurs in Quincy, even if cremation or burial will take place in another town or City. A complete death certificate must be submitted to the burial agent prior to issuance of burial permit. As soon as possible, (preferably within 36 hours after death) a burial permit must be obtained. It is legal to transport a body within the City (From Quincy Medical to a funeral home in Quincy, for example) after receiving the death certificate but before obtaining a burial permit. However, a burial permit must be obtained before transporting a body across the City line. Burial permits are available for Funeral Directors (or their designated representatives) Monday-Friday, 8:30 a.m. - 4:30 p.m.

Licensure The Quincy Health Department, under the authority of MGL Chapter 111, § 31A, issues annual permits to haulers for the removal and/or transport of "garbage, offal or other offensive substances". These permits expire each December 31 and must be renewed each year. Permits include Transporters of Garbage (Food Waste), Transporters of Rubbish/Refuse; Transporters of Cesspool and septic tank contents, grease trap contents and drain cleaning spoils as well as medical waste are included under the "other offensive substances" category.

Residential Sharps Collection and Disposal Program
 The Quincy Health Department's Nursing and Administrative Divisions have recently instituted a residential sharps collection and disposal system. The service is for household-generated sharps ONLY. A properly labeled sharps container and disposal costs are included for a minimal user fee. A 2-quart container including disposal is available for $7.00; a 6.9-quart container including disposal is available for $15.00. We will also accept containers that meet the requirements of the Federal Department of Transportation, (which includes the international biohazard symbol) for disposal (appropriate disposal fees will apply, based upon the size of the container). Containers may be picked-up (and dropped off) at the Quincy Health Department Offices located at 440 East Squantum Street, from 8:30 - 4:30, Monday - Friday. This program is operated in accordance with the MDPH Community Sanitation Guidelines.
ALTERNATE PROGRAM: Manet Community Health Center Hosts a Needle Disposal Kiosk at their North Quincy Site, 110 West Squantum Street (side entrance of building facing West Squantum Street). Open to the Public, Monday - Friday, 9:00 AM - 6:00 PM. Needles must be in a secured container such as a coffee can. Small sharps containers are available at the kiosk at no cost.
