The Mayor's office, with the assistance of the Office of Municipal Finance is responsible for preparing the annual budget. Under Chapter 44 §32 of the Massachusetts General Laws, "...the Mayor shall submit to the city council the annual budget which shall be a statement of the amounts recommended by him for proposed expenditures of the city for the next fiscal year..."
MGL 44 §32 further provides for the City Council role. "...city council may by majority vote make appropriations for the purposes recommended and may reduce or reject any amount recommended in the annual budget. It shall not increase any amount in or the total of the annual budget nor add thereto any amount for a purpose not included therein except on recommendation of the mayor..."

The 2010 Financial Report is intended to be a citizen's guide to our municipal finances and the overall fiscal situation of the City.

The Final Budget for FY2010 as presented is the original budget as submitted by the Mayor on May 11, 2009. There were no reductions, and it passed unanimously on June 25, 2009 with an 8-0 vote. FY2010 runs from July 1, 2009, to June 30, 2010.
